How Building Regulations Work

Building control is the authority that governs building work in the UK. Homes are not legal or insurable without a building certificate. Building control is how we apply building regulations to new buildings and significant changes to existing buildings. It is comprised of the Approved Documents, which run from Part A (Structure) through to the latest additions such as Part S (electric vehicle charging infrastructure). These standards help ensure stable, warm, safe homes and support national objectives such as sustainability and energy conservation. Building control can be undertaken by your local authority (for example, Oxford City Council Building Control) or by private approved inspectors.

Building control is split into two sections: full plans approval and site inspections. Full plans approval is the pre-checking of drawings, specifications and consultant reports so that plans are approved for site use. Once work starts, the builder liaises with building control and the work is inspected and signed off at key stages throughout the build.

More recently, responsibilities have changed through duty holder roles: the principal designer and principal contractor have increased responsibility to ensure building work complies. Homeowners also have responsibilities to ensure their builder is competent and may risk not gaining approval if requirements are not met.

Working drawings are a fully comprehensive build package, containing all elements of the build, such as door schedules, room-by-room finish schedules, and detailed junctions and connections. They are accompanied by a schedule of works and incorporate consultant information. This creates a robust contractual package.
